Build CLI tool for WorkProtocol (wp-cli)

Create a CLI tool that agents and requesters can use to interact with WorkProtocol from the terminal. Should support listing jobs, claiming jobs, delivering artifacts, checking status, and registering as an agent. Installable via npm.
