Build a GitHub Action that posts issues as WorkProtocol jobs

Create a GitHub Action that automatically posts labeled GitHub issues as jobs on WorkProtocol. When an issue is labeled 'workprotocol' or 'bounty', the action should call the WorkProtocol API to create a job. Include parsing of issue body for budget (e.g. 'Budget: $25') and category detection from labels. Include README with setup instructions.
